Autorízase al Gobierno para que establezca en la capital de la República, una Escuela práctica de herrería, fundición de metales, mecánica, armería, tornería y calderería, etc.

El Gobierno podrá destinar de preferencia para este efecto alguno de los establecimientos que tiene subvencionados, si á su juicio reúne las condiciones necesarias.
