Artículo trece. Los bonos nacionales de garantía, emitidos conforme a las autorizaciones de los Decretos 2470 y 3331 de 1948, podrán ser descontados por el Banco de la República a las instituciones afiliadas, sin que tales operaciones afecten los cupos del Gobierno ni los de aquellas instituciones.
