Art. 11. Habrá dos clases de derechos de tonelaje: el de registro y el de descarga. El de registro se cobrará á razón de diez centavos ($0-10), oro, por cada tonelada que señale la patente del buque, y sólo se cobrará en las Islas de San Andrés y San Luis de Providencia. El de descarga se cobrará á razón de un peso cincuenta centavos ($1-50), oro, por cada tonelada de mercaderías que desembarque en los puertos nacionales, marítimos ó fluviales, francos ó habilitados, y que sean destinadas al comercio dentro del territorio de la República.
