Art. 2°. El reconocimiento de estos créditos se hará por la Comisión que creó la Ley 163 de 1896, y tanto ella como el Consejo de Estado observaran la tramitación y harán uso de las facultades determinadas en aquella Ley, en cuanto no sean contrarias a las disposiciones del presente Decreto. La Comisión continuara adscrita al Ministerio del Tesoro.
