Art. 139. Se pedirán al Gobierno las actas que el Gran Consejo no haya recibido al principiar el escrutinio general.

Si no se consiguiere acta alguna de escrutinios de una Asamblea, pero sí las papeletas ó copia de lo conducente del acta de la sesión, practicará el Gran Consejo el escrutinio especial.
