Los Consejeros de Estado, que deberán reunir las mismas condiciones exigidas por la Constitución a los Magistrados de la Corte Suprema de Justicia, serán elegidos así: tres por el Senado y tres por la Cámara de Representantes, y serán renovados por mitad cada dos años. Para la elección se adoptará el sistema del cociente electoral.
