Para solicitar la exención de la caución de que trata el artículo 14 de la Ley, los directores de las publicaciones de carácter científico, literario, religioso, educativo o comercial, acompañarán a la solicitud un ejemplar de la publicación, si ella ha aparecido antes, y si no hubiere aparecido, una descripción minuciosa de los fines y características de ella. Si estos fines se alteraren, el Ministerio en cualquier momento podrá revocar la providencia y fijar la respectiva caución.
