Artículo único. Para que la Secretaría del Tesoro i Crédito nacional pueda practicar el reconocimiento i liquidacion de créditos provenientes de suministros o empréstitos hechos al Gobierno jeneral que tuvieren por base contratos que consten de documentos auténticos o instrumentos públicos, es indispensable que tales contratos estén aprobados especialmente por el Poder Ejecutivo, o hayan sido celebrados directamente por él.
