Artículo segundo. Autorízase al Gobierno Nacional para adherir al Convenio Internacional del Azúcar que, negociado bajo el auspicio de las Naciones Unidas, sustituyere al Convenio actual de 1958, aprobado por el Congreso Nacional mediante la Ley 4a. de 15 de febrero de 1961.
