Art. 2.° El Poder Ejecutivo nacional entrará en arreglos con los actuales poseedores, ó acreedores hipotecarios, si fuere necesario, de las fincas raíces que fueron enajenadas por las autoridades para hacer efectivo los empréstitos y toda clase de exacciones causadas por la guerra de 1876 á 1877, con el objeto de devolver dichas fincas á sus dueños. Estos tendrán obligacion de abonar á los poseedores de buena fe el valor de las mejoras útiles y necesarias que á tales fincas se hayan hecho hasta el día de la vigencia de esta ley.
