De la descentralización de los servicios. Incorpórase al presente Decreto el artículo 59 del Decreto 550 de 1960, así: "De conformidad con lo previsto en el artículo 135 de la Constitución, el Presidente de la República podrá delegar en los Ministros y en los jefes de Departamentos Administrativos, la celebración de los contratos a que se refiere el artículo 20 de la Ley 19 de 1958".
