Cuando el pago de los gastos públicos se haga a virtud de órdenes expedidas por los respectivos ordenadores a favor de los acreedores del Tesoro, tales órdenes llevarán las estampillas correspondientes, según el valor de dichas órdenes. Cuando aquellos pagos se hagan por anticipación sobre cuentas o nóminas, éstas llevarán dichas estampillas, sin que sea preciso adheridas de nuevo cuando se expidan órdenes de legalización.
