Quedan sujetos a las disposiciones del presente decreto los órganos que conforman el Presupuesto General de la Nación y las entidades nacionales con régimen presupuestal de Empresa Industriales y Comerciales del Estado y Sociedades de Economía Mixta con el régimen de aquellas con carácter no financiero, respecto de los recursos que le asigna la Nación.
