El Departamento Administrativo de Ciencia, Tecnología e Innovación - Colciencias -, con cargo a las asignaciones del Fondo Nacional de Regalías, podrá presentar y ejecutar proyectos regionales de inversión, que beneficien a las entidades territoriales de acuerdo con las Leyes 141 de 1994, 756 de 2002 y demás reglamentación aplicable.
