Art. 3. º Cualquier responsable de maquinaciones ó de inteligencias con los Gobiernos extranjeros o sus Agentes para inducirlos á cometer hostilidades, ó á emprender la guerra contra Colombia, ó para procurarle los medios de hacerlo, sufrirá la pena de veinte años de presidio ó expulsión del territorio, á juicio del Gobierno. Esta disposición de aplicará aun en los casos en que dichas maquinaciones ó inteligencias no hayan sido seguidas de hostilidades.
