º Formados los censos de que trata el artículo 6º, las Juntas creadas por los artículos 1º y 2º del presente Decreto, previo estudio y análisis de los datos e informaciones que hayan allegado, procederán a determinar si los reclmantes tienen derecho al auxilio, y en caso afirmativo, fijarán su cuantía por medio de resoluciones motivadas. Es entendido que, de conformidad con lo dispuesto por el articulo 15 de la Ley 94 de 1939, sólo tendrán derecho a beneficiarse de los auxilios decretados, los damnificados que comprueben carecer de bienes y de rentas.
