Artículo cuarto. Los miembros de esta Orden no podrán exceder de cincuenta, y su Consejo estará integrado por el señor Presidente de la República, Gran Maestre; por el señor Ministro de Relaciones Exteriores, Gran Canciller; por el señor Ministro de Educación Nacional, Gran Canciller; por el Director del Instituto Caro y Cuervo, Canciller. Secretario del Consejo será el Jefe de la División de Relaciones Culturales del Ministerio de Relaciones Exteriores.
