Para los efectos de esta ley se entiende por entidad propietaria, entidades tales como, la nación, los departamentos, los municipios y sus establecimientos públicos, empresas industriales y comerciales del Estado, sociedades de economía mixta y las empresas privadas que, a cualquier título, exploten o sean propietarias de las obras públicas señaladas en el artículo anterior.
