Otórgase a la Comisión de Regulación de Telecomunicaciones, CRT, la facultad de asignar los recursos técnicos de que trata el Decreto 25 de 2002, a las entidades que hacen parte de la fuerza pública y a aquellos organismos del Estado cuya función esté orientada a preservar el orden público, a, preservar el orden constitucional y brindar una adecuada administración de justicia. La CRT debe solicitar la justificación técnica del recurso solicitado, para asegurar su adecuada y eficiente utilización.
