Corresponde a los Inspectores de Circulación hacer efectivas las disposiciones contenidas en el artículo 105 de este Decreto, en cuanto se refiere a vehículos, absteniéndose de otorgar licencias de circulación a aquellos que no reúnan las condiciones establecidas. Corresponde a las autoridades policivas hacer efectivo el cumplimiento de las disposiciones contenidas en los artículos números 105 y 106 de este Decreto, sancionando los contraventores.
