Establecimiento. Se establece la libertad de acceso a las cargas que genere el comercio exterior del país y que se transporten por vía marítima. Esta libertad está sujeta al principio de reciprocidad el cual se aplicará en forma selectiva y discrecional rigiéndose por las disposiciones contempladas en el presente decreto.
