Art. 4.º El Poder Ejecutivo organizará la compañía, i si ésta no se formare dentro de los seis meses siguiente a la sanción de este decreto, hará que se acometa la empresa por cuenta de la Nacion, con los fondos destinados a ella por los artículos anteriores.
