Artículo cuarto. Desde la fecha de vigencia de este Decreto todas las personas naturales o jurídicas que compren algodón en el país subscribirán acuerdos con el Instituto de Fomento Algodonero para el recaudo de los $ 0.20 por arroba que. según el convenio mencionado, corresponde aportar a los agricultores para el fomento de la industria algodonera en el país.
