Estímulos a la promoción de entornos libres de discriminación. Las alcaldías municipales o distritales, las gobernaciones y el Ministerio del Interior, en el marco de sus competencias y autonomía administrativa y financiera, podrán establecer estímulos o incentivos para promover la cultura de la no discriminación.

En ningún caso estos estímulos o incentivos servirán para asignar puntaje en un proceso de selección de contratistas o en un programa estatal que implique calificación.
