En el Presupuesto de la próxima vigencia se incluirán las partidas para cada una de las obras señaladas en la presente Ley, si éstas no fueren incluidas, autorizase al Gobierno Nacional para abrir los créditos y hacer las traslaciones necesarias para dar cumplimiento a este mandato del Congreso.
