Llamada la lista, y presentadas las excusas, el Presidente, si hubiere quorum, declarará abierta la sesión con esta fórmula: "Abrase la sesión". Si no hubiere quorum, hará que se llame sin tardanza a los que pudieren asistir. Sí transcurrida una hora, y aún uno hubiere quórum, los que hayan concurrido podrán retirarse.
