Para la expedición de las licencias temporales o las modificaciones por cambio de la obra a ejecutar o por transferencia del equipo o maquinaria, el Instituto Colombiano de Comercio Exterior INCOMEX, debe exigir el concepto previo, favorable y por escrito del Ministerio de Obras Públicas y Transporte a que se refiere el artículo 2º de este Decreto.
