Todo empleado que al practicar las operaciones determinadas en esta Ley o en los reglamentos que el Poder Ejecutivo expida en su ejecución, advirtiere que se ha cometido o intenta cometerse alguna infracción de sus disposiciones, sujetas a penas, si el tal empleado fuere funcionario de instrucción, procederá inmediatamente a formar el correspondiente sumario, enviándolo sin demora al funcionario a quien corresponda conocer de la causa, poniendo a su disposición los objetos embargados, si los hubiere.
