El artículo 3º de la Ley 66 de 1982 quedará así:

" Artículo 3º. Atribución. Autorízase a la Asamblea Departamental del Tolima para que por medio de ordenanza establezca las tarifas, hechos económicos, sujetos pasivos, bases gravables y demás asuntos referentes al uso obligatorio de la estampilla en las operaciones que se deban realizar en el departamento de Tolima.

La ordenanza que expida la Asamblea Departamental del Tolima en desarrollo de la presente ley, serán llevadas a conocimiento del Gobierno Nacional a través del Ministerio de Hacienda y Crédito Público-Dirección General de Apoyo Fiscal".
