Hará el examen e inspección de los libros, registros y documentos relativos a la contabilidad nacional; efectuara la revisión y fenecimiento de las cuentas de todas las personas que manejen caudales del Tesoro Público o bienes nacionales; examinara y revisara todas las deudas y reclamaciones de la clase que fueren, que el Gobierno de la República deba satisfacer en cualquiera de sus ramos, lo mismo que los créditos existentes a favor de él.
