La libre competencia a que se refiere el artículo 11 de la Ley 102 de 1922 , puede referirse a los mercados y productores de un solo país o a los productores de varios países, según lo estime más conveniente a los intereses de la Nación un acuerdo del Gobierno con la Junta Nacional de Empréstitos, requiriéndose para el efecto el voto unánime de cuatro de los miembros de dicha Junta, voto que se emitirá en sesión presidida por uno de ellos.
