El periodo de los Consejeros Departamentales será de dos años, contados desde el día l.° de Enero siguiente á su elección, facha en la cusí deben instalarse los Consejos en la capital del Departamento, por derecho pro pió, en sesiones ordinarias y con la mayoría absoluta de sus miembros.
