Caso de que los Municipios se hallen en incapacidad de aportar las sumas que les corresponden, puede hacerlo el Departamento, mediante auxilios decretados por las Asambleas Departamentales.

El aporte del cincuenta por ciento (50%) que se fija a los Municipios y Departamentos, puede suministrarlo una sola de estas entidades.
