Art. 18.° Para determinar el número de Consejeros municipales se observará la siguiente regla: Los Municipios que no alcancen a 5,000 habitantes, elegirán 5; los que pasen de 5,000 y no excedan de 10,000, 7; los que pasen de 10,000 y no excedan de 20,000, 9; los que pasen de 20,000 y no excedan de 50,000, 11; los de más de 50,000, 13. En la elección de Consejeros se votará por igual número de suplentes.
