Carácter de las apropiaciones . Las apropia ciones para gastos incluidas en el presupuesto son autorizaciones que la Asamblea da al gobierno departamental y que expiran el 31 de diciembre de cada año al terminar el período fiscal. Por el lo después de dicha fecha las apropiaciones de ese año no podrán adicionarse, ni transferirse, ni contra creditarse ni modificarse.
