autorizase al gobierno para abrir, tanto en la presente como en las próximas vigencias fiscales, los créditos administrativos que fueren necesarios para las adquisiciones de que trata el artículo anterior, según el sitio que se escoja de acuerdo con los consejos de la técnica, así como para financiar la realización de las obras mediante las operaciones de crédito que el mismo Gobierno juzgue conveniente.
