Los propietarios de vehículos que aporten al Fondo podrán acceder a estos recursos por medio de préstamos individuales, los cuales serán otorgados por la entidad financiera que lo administre, según los lineamientos previstos en el reglamento establecido por el Ministerio de Transporte, en un plazo improrrogable de seis (6) meses, contados a partir de la sanción de la presente ley.
