Art. 14. Como lo relativo á régimen político, departamental y municipal compete al Ministerio de Gobierno, todo asunto que tenga ese carácter, aunque parezca conexionado con leyes ó disposiciones fiscales, y para cuya solución se requieran el concepto ó la decisión del Poder Ejecutivo, debe consultarse directamente con aquel Despacho y nó con el de Hacienda.
