°. El artículo 28 del Decreto 2011 de octubre 4 de 1973, quedará así: "Artículo 28. La dirección General de Adunas mediante resolución y previo concepto favorable del Consejo Nacional de Política Aduanera, podrá establecer precios oficiales mínimo para la aplicación de los gravámenes ad valorem de las mercancías importadas cuando a su juicio sean objeto de subfacturación o de prácticas de efectos equivalentes o cuando situaciones especiales derivadas de razones de orden económico y técnico así lo requieran o aconsejen".
