El registro ordenado en el artículo 139 dará derecho a remitir al Exterior las sumas que demande el servicio de la deuda, previa la correspondiente licencia de cambio. Salvo lo dispuesto en el artículo siguiente, los giros se harán por el mercado de Certificados de Cambio.
