Las Universidades no podrán conceder matrícula condicional a los estudiantes que hayan cursado bachillerato en países con los cuales no existan Convenios, sino con la expresa autorización del Ministerio de Educación. El Ministerio concederá a tales estudiantes un plazo máximo de un año para la revalidación de aquellas materias cuya intensidad no corresponda a la que fije el Plan de Bachillerato vigente.
