° El Instituto Nacional de Abastecimientos tendrá como función exclusiva la de garantizar a los agricultores precios mínimos para los siguientes productos; arroz, maíz, papa, y frijol, y regular el abastecimiento de estos mismos productos por medio de ventas o importaciones, cuando ello fuere necesario a juicio del Gobierno Nacional.
