° La Junta de Acción Comunal estará constituida por personas naturales mayores de quince (15) años, que residan dentro del territorio de la misma. Para efectos de este artículo, entiéndese como residencia el sitio donde esté ubicada la vivienda o el lugar de trabajo. Quienes residan dentro del territorio de una junta se denominarán vecinos. Ninguna persona podrá estar afiliada a más de una Junta de Acción Comunal.
