El Gobierno Nacional queda autorizado para pagar a través de la Dirección Superior del Ministerio de Educación Nacional. Las partidas incluidas en el Capítulo del ICCE, que ordenen entregar en forma directa a los beneficiarios. La ejecución de estas partidas que corresponden a giros fuera de la ciudad de Bogotá, se efectuaran a través de relaciones de autorización.
