En la definición de las medidas de reparación integral, así como en las de asistencia y atención integral al pueblo Rom o Gitano y las diferentes Kumpañy, las violaciones a todos los derechos individuales y colectivos se entenderán de manera interdependiente y se analizarán bajo la óptica de los daños que hayan producido o produzcan en la integridad étnica y cultural del pueblo Rom.
