º . Evaluación de los proyectos. La Unidad de Planeación Minero Energética, UPME, evaluará los proyectos de infraestructura y estudios de preinversión sometidos a su consideración y emitirá concepto debidamente motivado sobre la elegibilidad de los mismos, teniendo en cuenta lo establecido en este decreto.
