Artículo transitorio. La supresión de cargos ocasionada por virtud del presente Decreto, que no estuvieren incluidos en su artículo segundo (2°) y que estuvieren provistos al momento de entrar en vigencia, sólo surtirá efectos a partir del 1° de abril de 1964. Los funcionarios que estuvieren ocupando los cargos de que trata el inciso anterior, gozarán de prelación para ocupar las vacantes antes de la expiración del plazo fijado en el presente artículo.
