El producto del impuesto de que trata el artículo 3º de la Ley 128 de 1931 en lo correspondiente al consumo de gasolina etílica, se destinará en su totalidad a la construcción, sostenimiento y mejoras de campos de aviación. El mismo destino se dará a los fondos que se perciban por concepto del uso de aeródromos nacionales, de acuerdo con las tarifas que fije el Gobierno, según las atribuciones que le fueron conferidas por el artículo 52 de la Ley 89 de 1938 .
