Art. 4º. El Gobierno procederá en tiempo oportuno a verificar la expropiación de las fábricas de fósforos establecidas en la República, por los trámites que las leyes determinan y teniendo en cuenta los dispuesto en los artículo 31 y 32 de la Constitución.

Pero si fuere posible celebrar convenios ventajosos sobre la compra de tales fábricas, el Gobierno podrá celebrarlos, sujetos a la aprobación legislativa.
