El Ministerio de Salud o la entidad en quien éste delegue podrán, cuando lo consideren conveniente y sin previo aviso, efectuar o solicitar que se efectúe medición de emisión de contaminantes en cualquier fuente fija. Para tal fin solicitarán a la persona responsable de la fuente efectuar los arreglos necesarios de acceso a la chimenea y construcción de la plataforma de medición, de acuerdo con las especificaciones dadas por la entidad oficial competente.
